Does this adapter also fit Panasonic Premium (26V/36V)?

No. The "Premium" system (often the battery located behind the seat tube with a large handle) and the "Next Generation" system (often down tube or integrated) use completely different connectors and communication protocols. They are not compatible with each other. You need the Panasonic Premium Adapter for Premium batteries.

Can I measure the voltage without the adapter?

No. Panasonic Next Generation batteries switch off the output ("sleep mode") when they are not in the bike. Without the Smart Adapter, which sends the "wake-up signal", you will measure 0V at the contacts, even if the battery is fully charged.

For which bicycle brands is the adapter relevant?
