Is this battery pack rechargeable?

No. This is a lithium primary battery. It must never be attempted to recharge it under any circumstances. Charging attempts are extremely dangerous and can lead to fire or explosion.

Can I use this 3V battery as a substitute for a standard 1.5V AA battery?

No, absolutely not. This BR-AG cell has a nominal voltage of 3 volts. Standard AA batteries (alkaline, NiMH) have 1.5 or 1.2 volts. The use of this 3V battery in a device designed for 1.5V would almost certainly destroy the device's electronics.
